Felony Arrests

On January 4, 2018 Laramie Police Officers, in conjunction with Agents from the Division of Criminal Investigation (DCI), served a search warrant at a residence in the 1900 block of South 13th Street.  As a result of the search, two Laramie residents were arrested.

Kevin L Stephens, 44 years of age, is charged with Conspiracy to Manufacture Methamphetamine (WS 35-7-1042), Unlawful Clandestine Lab Operations (WS 35-7-1059(a)(i)), Unlawful Possession of Laboratory Equipment (WS 35-7-1059(a)(ii)), and Endangering Children (WS 6-4-405(a)(ii)).

Robalee Gillen, 60 years of age, is charged with Conspiracy to Manufacture Methamphetamine (WS 35-7-1042) and Endangering Children (WS 6-4-405(a)(ii)).

Conspiracy to Manufacture Methamphetamine is a felony punishable by imprisonment for not more than twenty (20) years, or fined not more than twenty-five thousand dollars ($25,000.00), or both.

Unlawful Clandestine Lab Operations is a felony punishable by imprisonment for not more than twenty (20) years, a fine of not more than twenty-five thousand dollars ($25,000.00), or both.

Unlawful Possession of Laboratory Equipment is a felony punishable by imprisonment for not more than twenty (20) years, a fine of not more than twenty-five thousand dollars ($25,000.00), or both.

Endangering Children is a felony punishable by imprisonment for not more than five (5) years, a fine of not more than five thousand dollars ($5,000.00), or both.
